While signing the MoUs at the Ministry’s Headquarters, the Permanent Secretary, Dr. Diana Atwine, said: “These health cards are to be given out to every individual who will have taken the vaccine of Yellow Fever. We have started with these few health facilities and only 50,000 cards are available amongst them.”

The certified and approved health facilities are

  8. 8. Victoria Hospital, Kampala
  9. 9. Victoria Medical Centre, Kampala
  10. 10. Airport Medical Centre, Entebbe

  20. Le Memorial Medical Services, Kampala
  21. Jabez Vaccinations, Kampala

The Health Ministry PS cautioned the selected hospitals not to charge money;
“The cards are free of charge, she cautioned.

Worries of Counterfeit

The KCCA Director Public Health and Environment, Dr. David Seruka said: “It’s very easy to counterfeit these cards and we have faced a lot of challenges to run down this habit. Nkrumah and Nasser roads (printers) always forge these cards, however we have deployed our agents who spy for us these rackets of masqueraders.”

Atwine cautioned the selected hospitals: “If anyone is trapped  dealing outside the standard regulations as issued in these agreements, we shall disqualify that health facility immediately.” According to Atwine each facility will bear a significant master signature that will be shared by all embassies. This was a requirement of the international community in order to ease movement of people.

The Aviation and Public Health Specialist, Dr. James Eyul, advised the Ministry of Health to copy the Kenyan system of de-registering any health facility that is found having a hand in forging theses cards.
