There are many countries that have legalized marijuana, Kayihura’s boys have failed to intervene and stop the smoking of weed in congregations that have young people.
The most recent scene was at Bitama’s vigil where the whole place reeked of marijuana. Rafiki even saw two policemen just looking on as the youth smoked away.
So since police cannot enforce the law, let the parliament look for anything positive and base this on their decision to legalise weed smoking ……..
