Kaberabyong, Kasanda, Butebo, Nabilatuku and Omoro have topped the worst performing districts in Youth Livelihood Program, the Impact Evaluation Study has revealed.
While releasing the official findings on the impact Youth Livelihood Program on the lives of the youth in Kampala this week, Janat Mukwaya the Minister of Gender, Labour and Social development said that the poor performance in such districts is because they are new.
“These districts had just received funds so their poor performance is understandable in a few years from now, they shall perform well” she said
She added that Karamoja sub region was disturbed by drought which affected the performances in some of its district.
Mukwaya said that out of the 50.438bn that is supposed to be returned, 30.418bn has been successfully recovered. “We managed to recover 70 percent in the financial year 2018/19 so we are registering a steady progress
The study was conducted by independent consultants from the University of California and Makerere University with technical support from International Initiative between 2017 and 2019, with the main aim of evaluating the impact of youth livelihood program on the standards of the youth.
“The program has a positive contribution of four percent to job creation in Uganda. Beneficiaries are moving from unskilled to skilled, unpaid to paid and temporally to permanent” she noted.
The study was conducted in 16 regions of the country choosing one district each.
Rwenzori region was represented by Bundibugyo district, Acholi (Agago district), Ankole (Buhweju district), Buganda (Mpigi), Bukedi (Kibuku), Bugisu (Manafwa district), Bunyoro (Kiryandongo district), Busoga (Kamuli district), Karamoja (Kotido district), Kigezi (Kabale district), Lango (Apac district), Sebei (Kween district), Teso (Ngora district), West Nile (Nebbi district), Tooro (Kabarole district), and Capital City of Kampala.
According to the findings, over 100 districts scored beyond 50 percent, more than 70 districts scored beyond 60 percent and over 40 districts performed beyond 70 percent.
The report further reveals that Sheema topped the best performers with 87 percent, followed by Moroto with 86.40 percent, Bushenyi 85 percent, Kasese 83 percent and Kotido 83 percent.
Bull fattening, dealing in agricultural produces, piggery, Bodaboda business and arts and crafts were the best performing economic activities.
