Kampala Lord Mayor Erias Lukwaago has revealed he was over-joyed at news that KCCA Executive Director Jennifer Musisi Ssemakula had thrown in the towel.
Musisi’s blockbuster revelation came yesterday in a lengthy report in which she decried lack of political support. Lukwago denounced Musisi’s 21-page report as full of lies.
“Her resignation din’t come as a surprise to me at all. I expected it because of her arrogance and the way she behaves. She took herself as a God here at City Hall and everyone feared her but the power of people has prevailed forcing her to author an empty twenty-one page document,”
Lukwago used Musisi’s departure to warn Kampala minister Beti Olive Namisango Kamya to stop what he termed as her arrogance.
He said: “She’s taking the same directions (as Musisi) but am still waiting again to see the day Museveni will be exciting the people’s power to sack her.”
Lukwaago says it’s not Musisi’s departure alone that he’s celebrating. He noted that he continues to celebrate the exit of Frank Tumwebaze, Kabakumba Matsiko who were Ministers for Kampala before Kamya was appointed.
Lukwago lashed out at Musisi saying: “She was so obsessed with impunity, she never respected anyone, she was above all with excessive powers, yet she has done nothing. I will not miss Jennifer at any one point. It has always been a tag of war with her and I always prayed to my God to see her exit and it has happened.”
Following Musisi’s departure, Lukwaago called for a special council meeting on Thursday this week to officially receive Musisi’s resignation letter. to be part of the meeting and accounts for some standing issues and show accountability for some things and activities always held in the city before he officially leaves city hall .
Lukwaago used the Musisi’s downfall to sound a warning to all staff of KCCA that they are going to introduce an appraisal and screening system for all staff.
Lukwago also threatened to review the salaries of all workers, including for law enforcement officers and security agents whom he said are paid higher than many more deserving public servants, simply because they were guarding Musisi.
Lukwaago urged President Museveni not to appoint another Executive Director before the law is revised to avoid what he termed as recurrent wars between the political wing and the technical wing.
